Will the Houthi militia return to? "Shabwa" From the gateway to al-Qaeda in Yemen?

Shabwa (news now) 02/10/2022 11:59

In September of the year 2020, he delivered Al-Qaida organization The parts under his control of the “Old Rabie” district in Al-Bayda GovernorateAl-Houthi group, in central Yemen, without a fight after the group announced a military operation to invade it.

By handing over these areas to the Houthis, the organization lost its most important historical strongholds in the province, without firing a single shot against those it has been calling the “Rafidites”, and considering the war against them as jihad for the sake of God; On the grounds that his exit in this way was down to the desire of tribal mediation.

In fact, there was no real tribal mediation

The purpose of moving figures affiliated with the organization to mediate was to cover up the reality of what took place in terms of receiving and handing over the territories between the two parties, according to special tribal sources who spoke to Akhbar Alan.

Although Al-Qaida organization Over the past years, he has been bragging about these areas as his popular incubators, but he has left them to outsiders from outside their intellectual and sectarian identity.

But the strange thing is that handing over the areas of the Ould Rabie district to the Houthis, under the pretext of sparing its children the effects of the war, came after three years of fierce battles between al-Qaeda and ISIS, without one party handing over its areas of control to one party, and without a tribal mediation moving to end the battles.

It should be noted here that ISIS Yemen ended as an armed organization after its last battle against Houthis In the same district, as he had summoned all his fighters from several Yemeni governorates to those areas, as for al-Qaeda elements, they withdrew to other districts in the governorate, to start a new mission.

Mission in Al-Zahir and Al-Soma:

Large parts of Al-Zahir and Al-Soma districts in Al-Bayda governorate have remained outside the control of the Houthi militia since it invaded the governorate in late 2014.

Although the two directorates have become important strongholds of the organization in recent years, after losing its historical strongholds in the provinces Shabwa Abyan and Hadramawt, southeast of Yemen, following military operations backed by the Arab coalition, but there is a large presence in them of the resistance of the tribesmen and the Salafi movement, and this resistance played a role in preventing the Houthi militia from controlling them, through effective operations that varied between ambushes and targeting Remote and surprise attacks.

As for the operations carried out by al-Qaeda in the two directorates or from within them, and it claimed responsibility for them, they did not serve a party as it served the Houthi militia, as it reinforced what the militia’s media had said about the influence of terrorist organizations in the province, which means that the organization’s publication of data on operations was not innocent.

Al-Qaeda not only revealed its presence in the two directorates through the operations that it said it had carried out against Houthi targets, but was keen to make its own mark, through brutal operations aimed at drawing attention, raising fears and creating an image of the nature of its influence, such as execution and crucifixion. tangerine doctor Directorate silo In August 2020, and then return to mine and blow up the dispensary in which he works, on charges of communicating with Houthi militia. The organization wanted to say that it was subject to intelligence because its presence in the district is public and far from any security precautions, as is the case in other areas.

In the context, the Salafi factions did not hide in the Hazmieh area in the Directorate of silo Disturbed by what Al-Qaeda is doing, she asked him to leave the Directorate; So that his presence would not affect the justice of the cause for which it is fighting, but the organization refused to respond to its demand, arguing that it did not come from outside the province, indicating that many of its members belong to the province of al-Bayda, according to our own sources.

Al-Qaeda’s keenness to take the lead in the two districts, despite the presence of other factions, Salafi and tribal, indicates that coordination between it and the Houthis has already taken place, and at the highest level, especially since the idea of “exploiting the war of terrorism” is not hidden from the organization, and it has a special consideration for it. He had previously dealt with this matter very carefully on more than one occasion, including – for example – his having to appear in 2011 under the name “Ansar al-Sharia”; Fearing that his activity in the name of al-Qaeda would affect the popular protests calling for the departure of the Saleh regime, according to a leader in the organization.

From a practical point of view, the presence and activity of the organization in Al-Soma’a and Al-Zahir districts in Al-Bayda governorate significantly weakened the position of the popular resistance, and prevented the required support from reaching it. The Houthis ended up taking control of the two districts and other districts in the neighboring governorates of Shabwa and Marib in late 2021.

Targeting the “Amalekites” and “Shabwa Shield”:

With the announcement of a military operation to liberate districts in the north and west of Shabwa from the Houthi militia, through the Giants forces that were called from the western coast, questions were raised about the possibility of these forces, or the Shabwa Shield forces, which were assigned the task of maintaining security in the governorate, to be targeted by Before Al-Qaeda, which claimed, more than once, that it gave priority to fighting the Houthis, and that its operational policy takes this into account.

Since the forces of the giants arrived in Shabwa for one mission that everyone knows, which is to liberate three districts from the control of the Houthi group, the targeting of these forces by al-Qaeda, under any name, will make the image of their relationship with the Houthi militia clearer.

In the context, sources close to the organization expected that it may not carry out operations at the present time, or it may carry out but without declaring responsibility for it, to escape from placing its operations in the context of coordination with the Houthi militia, as described, pointing out that the organization’s operations may focus on Shabwa Shield Forces currently.

Away from the conflict between the Houthis and Al-Qaeda, a former leader does not rule out that the organization will attack the giant forces or others in the region Shabwa Governoratebecause the organization needs processes through which it proves its existence at the present time.

The former leader who left al-Qaeda in Yemen after discovering suspicious matters inside it (which he did not disclose), explained to “Akhbar Alan” that the organization had previously dealt with the war on the Houthi group as a priority, and for a while stopped attacking the group’s opponents, but returned and carried out attacks against them inside Aden. Hadramawt, Shabwa and others, which means – according to him – that his view of the war in Yemen has changed, and with it his calculations and the nature of his activity.

The former leader summarizes the rest of the reasons by saying: Shabwa was one of the most important strongholds of the organization, and the presence of the Giants forces and the Shabwani elite in it will not be in his interest, and he will be greatly affected.. The organization was able to stay in Al-Bayda governorate for years despite the presence of the Houthis, but it will not be able to stay in Shabwa with the presence of the southern forces, Giants, elites, and others, and for this reason, I do not rule out carrying out operations against the aforementioned forces.

According to the Undersecretary of the Yemeni Ministry of Information and Head of Al Jazeera Center for Studies and Research, Dr. Najib Ghallab, there are 3 tracks or stages regarding the relations of the Houthi group with Al-Qaeda:

The first is that Al-Houthi and within the framework of Iran’s strategy in marketing it as the fiercest tool in creating a balance with Sunni entities, such as the Brotherhood and Al-Qaeda in particular, and thus was able to move and communicate with many parties, and perhaps it was marketed internationally within this context, and the Houthi militia worked on this issue completely. And it had lobbies, and the Iranians were also advised to work within this path, as well as the internal experience of the Imamate Hashemite in that the preparation of a religious fundamentalist movement that adopts the concept of the Imamate in Yemen will only be through the idea of the existence of the opposite, and from here the presence of Al-Qaeda inside Yemen was exaggerated, in When she wasn’t that powerful and she could have been hit. And I believe that there are systems that penetrated al-Qaeda in one way or another, and they tried, through coordination with Iran, to amplify its role, while the basis was the growth of the Houthis’ power.

The second stage, Ghallab speaks: It was after the Houthi militia entered Sanaa, and the militia did not enter Sanaa until it communicated with Al-Qaida organizationThe organization was not practically one of the Houthis’ enemies, which is why it adopted the “Daesh” war. We found that the conflicts in Al-Bayda in the beginning were between the Republican Guard and Al-Qaeda, while the Houthis were militias that did nothing practical within the framework of these conflicts, and if they participated in the context of taking over the military institutions and not against Al-Qaeda. Also, when they reached Aden – and this is within the second stage – Al-Qaeda did not fight with full effectiveness in most of the governorates, and it was somewhat involved from afar, and it was not an active part in fighting the Houthis, which made the Houthis feel safe with Al-Qaeda, and that it could be turned into a force to exhaust the opponents. strength to confront it. Communication has already taken place, and accordingly it is done Many al-Qaeda detainees have been released from Houthi prisons.

The other issue is that the Houthi militia operated within the framework of direct contacts with Al-Qaeda, on the basis that they are one project, and for this reason there were no real clashes between them, neither in Al-Bayda nor in other than Al-Bayda. Fighting in favor of the Houthis, and I believe that the Houthi mentality in the process of Islamist mobilization, and in the issue of opponents, America and enemies, and building the religious state, greatly affects the owners of religious ideologies, such as Al-Qaeda.

Will the Houthi militia return to "Shabwa" from the gateway to Al-Qaeda in Yemen?

The third stage, according to Ghallab’s analysis, is the stage of full coordination, and it is the current stage. We will note, for example, that Al-Qaeda detainees In the prisons of the Houthis, they are highly respected, and they live a luxurious life, better than the senior Yemeni politicians detained by the Houthis.

There is no doubt that there is coordination by the Houthis with the imprisoned members of the organization. But the most dangerous of all is that the Houthis have a special wing under the name “Al-Qaeda”, which operates in the name of Al-Qaeda, and it is similar to the special security forces systems, i.e. a secret system that raises the logo of Al-Qaeda, and this device was formed before the coup of the Houthi militia, but it developed and they were trained, Some of them were even imprisoned, and they were discovered through certain operations.

For example: One of the journalists was imprisoned in the city of Ibb, and a group of people with beards were in prison on the grounds that they were a base, but when a sudden bombing took place, everyone was silent, and only those who were They say they are a rule..and this is just a simple indication. In general, this formation formed by the Houthi militia may carry out strikes against it, but its main function in the end is to strike others, in favor of Houthis.

In the beginning, many of the people of Al-Bayda governorate believed that al-Qaeda was an anti-Houthi state, and therefore it was necessary to join it, not because of its ideology, but as a fighting force. But it turned out that this joining harmed the governorate more than it benefited it, because there is coordination between Al-Qaeda and the Houthis, with Iranian coordination, and this matter made many of the people of the governorate get out of the idea of conflict and not fight the Houthis, which explains the Houthi control of Al-Bayda until this moment.

The foregoing indicates that there is a great deal of conflict between Al-Qaeda and the Houthi militia, which means that the organization will continue to operate within the southern governorates according to the need for Houthi military operations, as happened in Al-Bayda Governorate.

The intercourse between the two parties has clearly appeared since the Houthis took control of the capital, Sanaa, where released The Houthis released senior al-Qaeda leaders in exchange for the organization’s release of the cultural attaché at the Iranian embassy in Sana’a, Ahmed Nakbakht, after he was kidnapped from Sanaa and disappeared for more than two years. The releases followed later on the pretext of “prisoner exchange with detainees.”

But the most important thing is that ISIS accused al-Qaeda of facilitating the passage of oil derivatives to the Houthi militia in Sanaa, during its control over the ports of Mukalla and Shihr in Hadhramaut governorate in 2015. The importance of this accusation, which was published by more than one channel on the Telegram application, is that ISIS Yemen was part of al-Qaeda and knows it well from the inside.
